how do you know length of blouse?

Hi! I'm confused about which size to buy. My actual bust is 37 inches, but I see that size 38 has a garment bust length of 40 inches in the size chart. Would that be too big for me? Is size 38 for a bust of 38 inches or a bust of 40 inches?
